由广播媒介看我国媒介的政府规制

【摘要】
本文首先提出了媒介的政府规制的概念，然后以我国广播电视媒介为例，分别探讨了政府对媒介的行为和结构两方面的规制。其中具体以政府对广告和有线电视网络的管理为重点谈了行为规制，以广播电视的所有权问题为重点谈了结构规制。最后，结合国外政府对媒介的规制状况展望了媒介规制的未来。

【Summary】
This text has put forward the concept of the regulation of government of media at first, then take broadcast and television media of our country as an example, have probed into government's behavior to media and structure of two respects of regulation separately. Among them has regarded government's control over advertisement and cable TV network as and discussed the behavior regulation concretly especially, have taken ownership problem of the broadcast and television as the focal point and discussed the structure regulation. Finally, have combined the foreign government's regulation state to media and looked forward to the future of the media regulation.
