某市社区卫生服务现状、问题和发展研究

摘要：社区卫生服务是为满足社区内居民的基本卫生服务需求而提供的预防、保健、健康教育、计划生育技术指导、医疗、康复等基层卫生服务。西安市社区卫生服务是西安市“十一五”期间卫生资源整合的重要组成部分，是一项重大的卫生改革，是一项新生事物。在其发展过程中难免遇到复杂的问题和矛盾。本文拟在调查研究的基础上作一些探讨，为发展西安市社区卫生服务、构建新型社区卫生服务体系、促进人民群众的健康水平等方面提出了一些可行性建议和对策。

Abstract: The Community Health Service is founded to satisfy the residents’ need for basic health service, including prevention, care, healthy education, birth-controlling technical guidance, medical treatment, recovery from illness and other grass-roots health services .The Community Health Service of Xi’an City is not only the most important part of the integration to constitute the health resources in Xi’an during the eleventh “Five Years” ,but also an important hygiene reform and a new-born thing. Certainly it is inevitable to meet with complex difficulties and contradictions in its developing process. This text draws up some deeper discussions on the basic of the research to put forward some possible suggestions and plans in developing the Community Health Service of Xi’an, setting up a new service system and promoting the mass heath level and so on.
